Didn't take long!
The Driver and Vehicle Agency (DVA) is aware that text messages are circulating, asking users to follow a link to get a refund for cancelled MOT tests.
These messages are a #scam - the DVA is not currently issuing text messages about refunds.
DVA is currently only issuing texts as reminders to book MOTs, to call the priority contact line or attend for a test.

My appointment was due today. I got a call a couple of days ago making sure that I knew it was cancelled and telling me that the fee had been refunded (I haven't verified that).0

MOT tests suspended immediately
From Tuesday 24 March, the DVA is suspending the testing of most cars, motorbikes and all HGVs (including type approvals, IVA, IBT and ADR/CDG), trailers and buses for three months, until 22 June 2020. These are necessary precautionary measures to protect staff and customers and adhere to public health authority guidelines on social distancing. All of these vehicles will be issued with a three month Temporary Exemption Certificate (TEC). Further information on Ongoing issues with MOT centres page.

Hi! My mot was meant to be at the beginning of March but I got an exemption, was I supposed to have received a refund? Or do they just keep it for when you rebook your test? Also my husbands car is actually due its mot today but he forgot to book one 🙄 the earliest date i can book for is 3rd June, if it is booked does this mean he wont get an exemption certificate until June and so will not be able to drive his car until then? Thanks so much for any help!0
