Controversial opinion: Suppliers should be able to have a tariff that is not constrained by the price cap for customers who refuse to have a smart mater. Then, let the market decided where such customers land.
(this would obviously exclude those that cannot have a smart meter due to signal, spacing etc issues)0 -

Yes it was, it was some discussion about what would be needed to formalise an official "dumb mode", exploring what extra systems and bureaucracy would be needed by a number of parties. It did not put anything in place to formalise "dumb mode" nor even recommend it. I see elsewhere that this idea has been discussed since 2021.TimeLord1 said:

(dumb mode) But there the mention Citizen Advice is still mentioned today as having information on its page that you can ask for it's smart mode to be switched off. I don't think they like people being able to see it or believe they have an option. Below is that suggestion.

It doesn't say anything here about being able to ask the meter to be made dumb. It simply says you can have half hourly readings or daily readings.1
