No, it is the keeper that should be complaining to the BPA.
The keeper needs to complain that UKPC are not allowing an appeal.
Ok so keeper just complains to say no appeal process is available and thats it?? May be being a bit thick but this has thrown the plan out so just want to make sure it's done correctly.0 -
No, of course not.
You need to explain what you are doing and what happens when you do it. Tell them any error messages and anything else that may help them better understand what's going wrong. You will of course need the tell the BPA the PCN number as well.1 -

Before I send it feedback would be appreciated. Complaint being sent via BPA website form:
As the keeper of a vehicle that has received a PCN from UKPC, an attempt to appeal on the UKPC website has been made only to find that it is impossible to do this. An error occurs stating "Invalid Parking Charge Referrence No or Vehicle Registration" Both have been entered correctly several times to no avail. The PCN in question is 1356593171627. Could you please advise as to why this is happening?"0 -
The Keeper has now received a demand for payment from DRP for £160. Letters had been sent to previous address but as Keeper has recently moved and due to an oversight didn't update the vehicle address (which is now being sorted, was a family member address who failed to inform the keeper of the letters). As the Keeper has effectively just now received notification, is it wise to appeal now? Deadline for appeal/payment is 9/3/2020.
No reply was ever received to the above complaint to the BPA. A screenshot was taken of the error on the UKPC website to confirm there was an error with the appeals process but no record of the complaint as nothing was sent to the Keepers email.0 -
Updating the vehcile address AFTER they have accessed the DVLA DB doesnt matter - they cant access it again. You just inform them of yoru ADDRESS FOR SERVICE with instructions to ERASE the old address.
or it was sent and went to junk mail. Is that checked every day?1 -
The new address has been traced so the demand for payment has come to what is now the correct address which is how the keeper knew to ask the family member if other letters had come (despite asking previously) and was told that they had. This is why the keeper is wondering as effectively they has only now been traced if an appeal is worthwhile?0

We always tell people to appeal, purely so you are seen as reasonable. Of course you ignore DRP, always.0

Doubtful , but the keeper should still email the DPO at the PPC with the correct address , regardless of what drpl did

Ok, as far as the email to the DPO is concerned is there a template on here? The keeper will chase up the complaint to the BPA as well. The keeper is terrified of this creating a mark on their credit file, how likely is this to go to court?0
