Everyone is, not "are"; "one" is singular as is "everyone". ;)

OP, I think it depends entirely on context, as Davesnave said: Cemetaries can be magnets for drug use and prostitution (and the homeless) or they can be as quiet as the grave. I would research the area... Perhaps not too deeply.
  • There is a cemetery not far from us and it is a wildlife haven, very beautiful in the older parts I love walking my dogs (on leads respectfully) there.

However, I have noticed signs of drug use and drug dealing from time to time and am told this also happens at our other newer more remote cemetery. Apparently the daylight activated barriers are very easy to open if you know how which means it is a lovely, quiet, private, dark space !!

I would perhaps visit in the evenings at different times , if you notice parked cars or people it may be a trouble spot. This may not be evident in daytime if it is well maintained as staff may clear up all litter daily so no signs for the legitimate daytime visitors!

The house next to our cemetery has been burgled twice in recent years and is now up for sale. Another reason I wouldn't want it is it is overshadowed by massive trees .

  • There was a lovely house conversion done in Highgate and the garden was actually in the cemetery.

If I won squillions on the lottery I’d love to buy the place and that’s a cemetery that never really got over the vampire debacle in the seventies.

I'd want to know when the last occupant was interred as the development issues kick in after 100 years. Quiet neighbours, by & large.
On the whole I'm with Granny Weatherwax. Good fences make good neighbours.
  • It just seemed more real once we were actually looking out of the window at it I didn't think i would want to open my curtains and see it every morning

Several years ago, the local authority where we lived at the time sold off a couple of cemetery lodges in the entrances to its cemeteries. Some months later the purchaser of the lodge in the cemetery local to us objected to the number of funeral corteges entering the cemetery and passing his front door.

And, yes, the council went along with him and decreed a side gate had to be used!
