I also contacted my local MP, in this case Kate Green, who contacted the IPC and got the expected response of “no wrong doing here”
I have since sent a follow up email with more details and mentioned the Lucy Powell’s approach to UKCPS. Unsure if anything will come of that. As others have said before, a massive thanks to all the help and advice given on this forum.3 -
I contacted my MP (Andrew Gwynne) last year and he wrote to them on my behalf but was basically told that they were in the right and I was in the wrong! Also, I’ve received the documentation back from my SAR but haven’t heard anything about a court date yet! @Umkomaas I hope you’re right and that I never will 😬
Also @Dum_Dum_Boy i didn’t send an appeal initially! I left it too late and the date passed and figured there was no point anyway after reading the about the IPC in other threads/the sticky.
Thanks to everyone on this forum for all of this amazing information though! I’ve just given in and paid so many of these in the past! So I’m glad you’re here6 -
Hi,Usual story. My car (not me driving), stopped at Gateway House Picadilly on 16th June. Got a Notice to keeper on 18th June, which stated "MNPR - Manual Number Plate Recognition, made under the protection of Freedoms Act 2012 (POFA). Though I am not sure what relevance POFA / Non POFA has, and as it was delivered farily promptly, I am not sure what (if any) loophole this avails me of.Anyhow, I appealed to UKPCS (not expecting much), and was not dissapointed. Then appealed to the IAS (Independent??? Appeals Service), using thier "Standard Appeals Procedure" as this is non-binding and doesn't require a fee. Just for !!!!!! and giggles really as I am expecting the fee to be upheld.My appeal (As such) is copied below, but as I intend to await court action regardless it doesn't really matter. I will keep you updated."You completed the appeal on 25/06/2021 07:27:59:-I did not see the signs and they have not provided (as requested), pictures of the signs.
and/or
They have not provided any grace period as is required by recognised codes of practice.
and/or
The simple act of stopping to read the sign (which apparently forms the "contract"), would itself lead to a supposed breach of contract.
and/or
They have not responded regarding the legality (or otherwise) of a no-stopping fine. And if this is supposed to be some tort they have not explained how my stopping has in some way deprived them of a right or caused them harm, or done them damage.
and/or
They have not explained how the "charge", is in any way proprtionate or reasonable to the act or how this has deprived them of a right.
and/or
They allow access to the land (during which time stopping (outside of the actual parked position) is inevitable, making entry into the area is practically impossible to achieve without contravening the "rules". If it had been their intention to prevent traffic (other than parking), as to permit it was such an imposition on them (that it justified a £100 charge) they should have installed barriers or some other means of preventing access.
and/or
The sign is so placed ( and I believ this may be deliberate), that it is angled away from the normal approach so that vehicles entering the site are not reasonably aware of it before entry. Afterwards, any attempt to read the signs, would itself lead to charges as explained above.

This is a money making exercise pure and simple."

My wife stopped for a minute to let her brother out of the car and now I have just have this through the post:
Do I need to pay it? If not then please tell me what I need to do. If I need to appeal what do I need to say? Can I find more pictures?

Has anybody managed to ascertain if this land is governed with bye laws as it’s an access road leading to Piccadilly railway station?
Or anything within the title deeds with specific detail on access rights and restrictions?

I was going to get a manager to send an email to the landowner but to be honest I can't be bothered. It's classed as a service road and that is what I was using it for. Happy to explain in court if need be.1
