But this isn't a dispute over a sale....

Paypal is involved in the investigation, as I was told on phone that there is 3rd party included. This has to be Paypal I think ?

    Yes it does seem odd. Brother sold something and was paid by paypal. Buyer did a chargeback, reason unknown. This in itself does not necessarily make it a scam. Brother's paypal acount then (presumably) became negative as Brother had already transferred the money to his bank account. .Instead of withdrawing the cash himself, again for unknown reasons, Brother then contacts OP saying he could not withdraw cash with his card and instead transferred funds from his still functioning bank account to his brother's bank account for his brother to withdraw the cash. OP's bank account gets blocked. The account of the brother who is suspected of conducting the scam doesn't get blocked. None of it makes sense. Paypal would have had to inform Brother's bank who would then have had to have informed the second bank all on the basis of somebody doing a chargeback.;

Thats exactly what happend. It might seems odd but it really happend. My account is locked and his working. I would expect that they would lock both accounts.

This is excatly what is it. Unless i have not read the thread correctly. His brother sold something on facebook, someone sent the money to his paypal he didnt send the goods and the guy contacted paypal to open a dispute.

All very standard stuff, paypal wont get involved in banks. Paypal have paid the person back out of their own pocket and have charged his brother which he will or will not pay back. If he doesnt they will send debt collectors and ban him from paypal - thats about as much as will happen
  • It’s really not.

Bank accounts can and do get frozen when PayPal transactions are involved.

Please, do your research before spouting such rubbish.

My research is my own experience and the fact that i have been involved in 100's of similiar disputes over the years with paypal and the bank. So thats how i know what i know what i am talking about...

I wonder - where is your research coming from? Lets see if you can black up your bogus claims. I have proved you wrong time and time and again on here when it comes to advice you have given. Please back up what you are saying instead of giving people false information

I’m not surprised at your “hundreds of involvements” to be honest.
You seem to be quite frivolous about things when it comes to money.

    No shock there.

Also why would I “black up” my claims?
Why bring race into it?

As for proving me wrong time and time again; don’t even go there.
  • olofmeister, if you are still reading, could you confirm for me that you withdrew the money from an ATM and gave it to your brother as cash?

I've had paypal payments reversed after selling to someone who claimed that they never received the items, the balance went negative and I couldn't buy anything until I topped it up.

I wonder what other dodgy things the brother is up to if the banks have got involved.

Are you quite sure? You took out £197 from an ATM?
