Sorry seems fake... if money was sent to his PayPal and he withdrew it to his bank the PayPal account would be in minus and PayPal refund the buyer leaving his account in the red!
Only thing they would do is send loads of debt letters to you they wouldn’t involve banks so therefore I find the story quite unlikely unless he on purpose rang the bank after sending you money and said you scammed him and got money from you and a refund from the bank leaving you with a CIFAS marker?
Yes it does seem odd. Brother sold something and was paid by paypal. Buyer did a chargeback, reason unknown. This in itself does not necessarily make it a scam. Brother's paypal acount then (presumably) became negative as Brother had already transferred the money to his bank account. .Instead of withdrawing the cash himself, again for unknown reasons, Brother then contacts OP saying he could not withdraw cash with his card and instead transferred funds from his still functioning bank account to his brother's bank account for his brother to withdraw the cash. OP's bank account gets blocked. The account of the brother who is suspected of conducting the scam doesn't get blocked. None of it makes sense. Paypal would have had to inform Brother's bank who would then have had to have informed the second bank all on the basis of somebody doing a chargeback.;0 -
Fake Story. For starters if it was all done through pay pal like you say then the banks would not even get involved in for you and your brother. Pay pal would sort this dispute out themselves and make your account balance negative and then get debt collectors to chase you for the oustanding balance if you didnt pay.
Second of all, it seems that something for sure has happened to your account but i suspect it has nothing to do with pay pal or maybe even your brother. You or your brother did some sort of scam through a bank transfer and thats the reason its suspended0 -

Nope. Banks will not get involved in anything to do with paypal. Ive been dealing with both for many years including hundreds of disputes with both. They are both separate from each other and would not get involved in anything to do with each other0 -

They can, they will, and they do.
If a bank account is being used to hold money that has been laundered or otherwise and it has come from Paypal, then the account will also be held.
They won't leave it as a working account.0 -
