Well the contract between is between the motorist and Excel not VCS.
I think that this is historic from the days when one was BPA and the other was IPC. POPLA (BPA) was allowing too many appeals. Why they don't update their contracts I don't know. Perhaps it would give the client chance to walk away.

Phoned Listings department to double check VCS appeal declaration to the journo. Department has confirmed that nothing has been logged on to their system, since the order in February. VCS are now way past the deadline of 3 wks!4

Journo has replied. He said that he feels like he needs to ask why Excel didn't appeal, but he doesn't know if he wants to deal with them anymore! He's also apparently leaving the paper & going solo. He said he didn't think he would be doing any more articles on Berkley Precinct, but he said if the chance arose to do something on SRS, he'd definitely consider it.5
