Read from page one of that thread, the whole lot, in case you then get offered a telephone hearing instead.  The difference is, the new forum advice is you have little choice with those hearings and to engage with that (it's not ideal, but the strategy there is to email your stuff to th PPC's solicitors and lead them, not be led by them).

To object to the case being heard 'on the papers', you need to grab the wording from the middle bit of my email about why harings on the papers are not fair on Defendants v parking firms who ambush them at the death with a pile of papers you can't then rebut at a hearing. 

Almost every time we hear about, people lose when PPC scam claims are heard 'on the papers'.  Do not let this happen.

Thanks CM.  I don't have access to a scanner and so cannot email over the WS & exhibits.  I am wondering, in our case, if it would therefore be better for the Judge to at least view the physical file we prepared and make a decision.  Not sure I can argue my case (as the lay rep) over the telephone, without being able to show him what I mean.  Thinking aloud here!

do you have a digital camera / phone camera ?

just remember to turn down the dpi/ mega pixel settings of the word file / pdf will be huge

The judge likely won't have your physical file, if they're not allowed in the court building.

It's Judge Bellamy that we've got.  How can he decide anything without seeing Witness Statements?

I can only guess you haven't got around to reading the telephone hearings thread yet?

The telephone hearings thread tells you to email everything. It tells you in detail what to do. It's essential reading.

I have read that thread, yes.  The question posed was how can a Judge make a decision on a paper hearing...if he doesn't have the witness statements. Perhaps a moot point!
