Update: My MP's ears must have been burning as I got this, this morning:

Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.

Ask her to complain to Robert Jenrick Mhclg because it's 13 months since the Parking bill by Sir Greg Knight was given royal assent and nothing concrete has come out of it yet , the delays are not acceptable

Highlight the fact that the scammer is not the same company that operates on that site because they were replaced a few months before the date of the alleged event. This is a serious data breach and you have/will be complaining to the DVLA for releasing your personal data to a scumpany that has nothing to do with the parking company on site.
Ask him to investigate why the DVLA are allowed to do this.

Update: Just had a successful Zoom meeting with Olivia Blake MP. She is happy to action:
1. A letter to landowner (Greg Barraclough, Lambert Smith Hampton) to try and get a court cancellation.
2. Write to Robert Jenrick re Sir Greg Knight's Parking Code of Practice Bill. She said that if it's been given Royal Assent, it should just be a matter of time.
3. Write to DVLA re how are they able to release personal data to a company that has nothing to do with the parking company on site.5
