What, they emit some sort of tractor beam that stops uninsured vehicles?

We really are living in the 21st century now, that was Science Fiction just a few years ago :D

So if I drive past a fixed ANPR camera and my car isn't registered, doesn't have an MOT or doesn't have VED, how exactly is that fixed camera going to prevent me from driving?

In reality - and as per MSE's view - its up to each individual to decide whether they consider the premium v risk worthwhile.

    Yes.
I know that ANPR when being operated in a manned vehicle can easily catch offenders but unfortunately manned police vehicles are becoming rarer all the time
Are the police using unmanned vehicles? I thought they were still illegal in the UK.

And “easily”? That seems to include 100 mph chases if the TV progs are to be believed.

Why would using an unmanned vehicle be illegal?

Is this not an unmanned police vehicle?

I've protected my NCD ever since I've had 3 years. I figure the risk of losing a significant discount over the base cost of insurance outweighs the small additional cost of protecting (£20/year).

It primarily depends on the base cost of your insurance premium which is dictated by many other factors. If the base cost is fairly low, then losing NCD might not really hurt you too much, but if it's high, a single claim could cost you much more upon renewal with your NCD slashed.

How can ANPR catch uninsured drivers if the vehicles aren't registered, the number plates are cloned or they are foreign registered vehicles?
As for uninsured drivers being rare in London?

Percentage of what? Percentage of 60,000 or percentage of 60?

They set up roadblocks in London every now and again, have an ANPR van that will scan plates, anything questionable gets pulled over.

DVLA do ANPR scans too, send vehicles around and scan for untaxed vehicles on the road. I actually live in East London and you see their operations all the time.

If you want to park your vehicle on street you'll need a residents permit which require MOT and insurance to get.

It's extremely unlikely you'll get by without having roadtax & insurance. You might get by for a few weeks. But eventually you'll get caught.

I'd like to see numbers of uninsured vehicles used as daily driver on the roads, and not just abandoned/SORN.

ANPR operates in a team with other vehicles such as traffic cops. You pass an ANPR vehicle and if it detects you dont have insurance/road tax or some other discrepancy they'll inform an interceptor down the road to pull you over.

10% is 10% whether the baseline figure is 60 or 60,000.
It doesn't what figure the percentage is based on, it still shows that your claim of London having a low % of uninsured drivers is wrong. London has one of the highest rate of uninsured drivers in the UK.

There are a great many fixed site ANPR camera that are totally independent and do not have the backup of other vehicles or traffic police.
