And to recoup the lost revenue in a green way, could put up fuel duty. But doesn't. Oil lobby.

Let's say that you cover 9,000 miles in a year at a genuine 45mpg average. That's 900 litres of fuel annually. At £1.25/litre, that's 21p/litre in VAT plus 58p/litre in fuel duty - damn near £195/year in tax on the fuel.
