When my photocard licence expired in 2011 I applied for the new one but I didn't send my old one back. I wanted to make sure I received it before I got rid of the old one. Don't want the DVLA writing back saying they have no record of me passing my test or something like that!0

It was the move to the current computerised systems that lost some entitlements.0 -
It says return it if you haven't lost it. I lost mine in the shredder shortly after the new one arrived.
Have they seen the cost of stamps these days??1 -
There aren't that many people who are under 70 and haven't moved house in the last two decades - and it's a number that's shrinking rapidly.
Got a green and pink paper licence when I changed address in 1997 and I'm still here 22 years later. Could go another 18 and a bit years if I don't move....I need to think of something new here...0 -

You can come unstuck without a photo-card licence, though. A friend of mine was unable to hire a car at San Francisco airport when he produced an old paper licence. The clerk behind the desk insisted that a driving licence had to have a photograph on it. OK, the clerk was wrong, but a photo-card would have avoided a lot of hassle.I used to think that good grammar is important, but now I know that good wine is importanter.0

I got my photocard licence in 2013 (so will have to renew in 2023). Back then it was still a 2-part licence (photocard and paper copy). So I still have the paper counterpart.
I also still have the old paper licence ... I "found" it after applying for the photocard version.(Like mentioned above - I did this to ensure I didn't lose any entitlements ... I know of someone who lost their motorcycle entitlement when replacing the paper for a photocard (where the paper version is returned with the application), and then had no proof of entitlement to fire back at DVLA).

Though probably not so easy to pass off two halves of a licence crudely sellotaped together as a genuine licence afterwards.
My licence was almost in 3 parts as had long rips along the foldsIf you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales0
