I am wearing my expensive new Nike's and someone stops me and mugs me by holding me down through their own choice and runs off with my training shoes.
Is it my fault or did that person choose to do it?

Well no of course not. But, the DWP will give me a crisis loan to pay for a new set of footwear as it was my last pair and I only have my JSA to live on and the training shoes were a present for my birthday from someone who is in full time employment with a wage and and access to credit.
You still have not said yet is it my fault I am the victim of a crime?

Budgeting loans/advances are available through DWP, which need to be repaid back.

Oops my errors but you are also wrong.
They are now crisis grants and processed one the same day or at the latest the following morning if you apply after I think it is 3pm it is all done by telephone.

I come along, and I steal that from your bank because I have your bank card and managed to learn your pin through your own carelessness.
