After looking at a few things, I think he may mean a crisis grant, if he is in Scotland? As his first post mentions Glasgow. Although I'm not one hundred percent as he is not clear and I don't know enough about Scottish benefits.

For clarity
No crisis loans but councils may provide certain goods in an emergency (in England anyway!). As far as I know it's at County Council level

What does "entitlement to benefit" mean in a DWP letter that states per week you will receive £100.
Does that mean you will see "£100" on a bank statement or ATM screen or does it mean you will receive one hundred pounds sterling every week?
If the bank won't give you the one hundred pounds sterling that the DWP have decided you NEED what do you live off of?
Who has a duty to help at that point and why?

How much are you willing to pay out of your benefit for a DWP employee to drive to your house once a week and put some pound notes in your hand?0 -
Oh so now you accept that if someone steals the money from the DWP's agent or the DWP's agent will not give you what the DWP say you are entitled to from their agent that the DWP is the person who owes you pursuant to law the one hundred pounds sterling; as per the example.
