    To respond on the two separate matters raised below:

     

    PCN issue for Red route stopping/parking. 

    VCS is London Southend Airport’s Traffic enforcement operating partner, operating solely to ensure that our airport roads are kept safe for all pedestrians and vehicles. VCS issues PCNs (penalty charge notices) only to vehicles that have stopped on the Airport’s Red Routes. The Red Routes are very clearly signposted, just as you would expect to see on busy city centre roads where stopping is also prohibited, out of necessity, for pedestrian safety and traffic flow. Drivers that stop on the Red Routes will be issued with a PCN in all cases.

     

    Access to free pick-up and drop off for the Terminal and Rail station. 

    London Southend Airport offers a free 15 minute drop off facility that is less than 3 minutes’ walk (200 paces) from the Train Station entrance and 75 paces from the Terminal entrance; it is well sign posted. If a longer period is needed, due to mobility matters or in any cases of special assistance being required, the onsite help buttons can be used to extend this period free of charge and the details of this and how to seek advice in advance can be found on our website, here https://southendairport.com/flights/special-assistance 

    A pick-up/drop off facility, also very well signposted, remains in the short stay carpark at a small charge, to ensure easy access and the clear maintenance of the Red Routes.

    Except VCS issue parking charge notices , ( not penalty notices ) sometimes on areas they do not enforce , plus on pedestrian crossings or at stop signs

    They then take victims to civil court , not Magistrates court , penalty notices should be issued by the landowner or maybe an airport CEO under bylaws , not under civil contract laws

    So is he saying that VCS have the legal authority to issue penalty notices ? Prove it !

    I don't think he even knows the legal difference between the two

    This is true at numerous airports , including Bristol , Liverpool , Doncaster etc

    It is useful to know that Southend airport are saying that these are penalty notices so by default must be issued under bylaws , meaning that if anyone receives a parking charge notice from VCS at an airport , it's not about parking and VCS should not be issuing a parking charge notice

    Also , if it is a penalty notice then it should be taken to the magistrates court within 6 months

    Only a moron would actually park on a red route !!

    Plus it’s not just about red lines.  What about repeater signs with a clearway logo, actually facing oncoming traffic, placed prominently beside the kerb at very regular intervals, and fully lit in hours of darkness?

    Also, as @Redx points out, he thinks VCS issue PENALTY charges!

    Hi all, 
    I have got the claim form with a response pack from DCB legal LTD. Asking to pat £728. I was not in the country for a month and the issue date of this letter is 28/01/22. I am running out of time. Please kindly advise me what I should be doing next?

    Do you mean a letter headed 'Letter of Claim' giving you 30 days in which to respond? Or do you have an actual N1 claim form from the Northampton CCBC?
    Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

    It’s headed as ‘claim form’. Pack includes N9a and N9b from CCBC, Northampton.

    If it's from the CCBC, then it should have been acknowledged by 16/01/22 (19 days after date of issue). Doing so would buy you an extra 14 days to submit your defence. It may be, that having failed to meet that deadline, the claimant has already filed for default. 

    Urgently acknowledge service now, then check on Monday morning that it has been received before any judgment in default, then it's on to your defence. But it all needs checking out so you know exactly where you stand. First thing Monday - check!

    I sent CCBC an email explaining I was away and agreed to provide all travel evidences. Can I do the acknowledgment online?
