It says "... We will recommend our client proceed with County Court action (Sheriff Court in Scotland)." Had a quick Google and it seems they do have sheriff court although no idea how does this have anything to do with Scotland.0

How on earth has Scotland come into the equation? There seems no rhyme or reason, nothing mentioned previously in the thread, even remotely, about Scotland.Please note, we are not a legal advice forum. I think it's probably a case of not reading things properly and then just getting edited highlights.
My crystal ball says the letter is a generic threatening letter designed for English, Scottish and Welsh courts. It does not say they are going to take you to court in Scotland.1 -

Anyway, the letter says:
Dear Mr xxx,
As all our previous attempts have failed and you have not made a payment or successfully appealed, the balance due remains outstanding and we req full payment within 14 days from the date of this letter. If you fail to make payment or provide a reason for non-payment within the specified timeframe, we will recommend our client with County Court action (Sheriff Court in Scotland).
If you wish to prevent the potential escalation of your account you should pay your balance immediately or make an offer of repayment by contacting us asap. Alternatively, please make payment using one of the following methods: (several methods here)
Court Proceedings
Please do not ignore this letter, if legal action is taken against you it will affect your credit rating and ability to obtain credit from lenders for 6 years, unless you satisfy the CCJ in full within one month of issue. Please see FAQs on our website WWW.debtlogic.co.uk for more information about County Court Judgements (Scottish Decree).
We would like to bring to your attention the case of (some blank, seems they forgot to fill) in which the court upheld that parking charges serve a legitimate commercial interest and are neither extravagant more unacceptable.
We don’t want to refer your account to our Litigation Specialist so if you’re having financial difficulties, the sooner we hear from you the sooner we can help. If you do not contact us by 30/10/2019 we will have no alternative but to continue with further action.

Just a ‘cover all eventualities’ generic template. If you’re in England or Wales, Scotland will not come into play in anyway shape or form.
In any case, Debt Logic’ have absolutely no case to make. Let’s see how brave ARDPark are.
