    Noticed that in July Kate describes herself as owner but as manager in the last couple of reviews.

    Obviously still doesn’t help with the car park ownership but does make you wonder why she hasn’t just come out and given the info.

    If she is a tenant then I'd go with what MistyZ said in #39 about reticence on passing the problem to the landlord

    I suppose she could be an employee who doesn't understand the contract - we've seen this before with gym/supermarket staff.

    I must own up to a real interest in this case on who the landowner is and where Kate fits in!

    As suggested upthread if Kate is/represents the landowner then the exchange between guohong and her has probably blown out the chances of a quick landowner cancellation.

    In August 2018 a planning application was made to Cotswold District Council, (and later withdrawn), to extend the car park at the Trout Farm under reference 18/03127/FUL.

    (The Application Form document dated 16th August is worth reading)

    What I take from it is that Kate is the owner and can therefore cancel the OP's PCN if she so chooses (contrary to the rather condescending response on TripAdvisor). Is that what you thought too?

    So it was withdrawn between November and December 2018. And the trout farm went up for sale December 2018

    Resigned 12 July which is, as Eggbertnobacon pointed out, when she went from owner to manager on TA. Two new directors on the same day

    So looks like the owners of the trout farm are Bradvine. Whether the trout farm encompasses the car park (I guess it would) is the next key question.

    And would Kate as an employee have authority to cancel tickets

    This one isn't clear cut.

    guohong, have you given up while all this delving has been going on? Hope not!

    Personally I'd be emailing Patrick Hall of Bradvine insisting on cancellation. Doesn't really matter if he's not the man you need ... he just might be. Could try super-polite but factual approach, you're great at that. To my mind the facts speak for themselves.

    Or am I barking up wrong trees regulars?

    It would be interesting to know if guohong had any success with LR.

    I think I'd tread with care on this one. As Kate is working there she likely knows the new directors and given the contretemps she had with guohong they may not, initially, be too receptive to an approach.

    I'd be trying to find out a bit more about Bradvine and confirming that they own the car park

    I am just on business trip so couldn't respond as often. But surely didn't give up.
    What Kate responded on TripAdviser is not entirely true. It reads like we paid 10 minuts late, and overstayed for another 10 minutes so 20 minutes altogether. In fact, it took slightly more than 10 minutes to find a place and pay and we paid from that time, and we left before the ticket expired. So overall we stayed 2 hours and 10 minutes and paid 2 hours. They insisted the ticket should cover the entire stay, but there is no way we could know when we entered the car park, and the sign didn't specifically ask us to pay retrospectively.
    Bought the land register, the owner is BRADVINE LIMITED (Co. Regn. No. 4255679) of Shoecroft Barn, Ablington, Bibury, Cirencester, Glos GL7 5NU.
    Had another quick search, the director is Patrick Hall.
    would it be useful to send another email to him?

    Might as well upset all the staff and if he gets it cancelled you can go back to Kate with the good news.

    Definitely email Patrick Hall. 'Britain's Parking Hell' on Channel 5 last night covered exactly the same parking 'system' as you encountered.

    I agree, the reason for the PCN was misinterpreted / misrepresented in the TripAdvisor response. You have the right to complain to the landowner and they have the authority to cancel an unfair PCN. Explain the situation thoroughly without identifying the driver and insist on cancellation.
