I had the same thoughts as NeilCr.
That response from the PPC is so unprofessional, spiteful and intimidatory. 'Google is wonderful but ...', 'please do not presume to tell us how to set our own timescales ....' It sounds as if they've taken a personal dislike to you, it's not businesslike at all.

I feel it's a bit pointless to keep talking to either the farm or the PPC. Seems to end up nowhere. Should I just sit still and wait for them to move?0 -
Certainly can't see any point in continuing with the trout farm given the tone of the last response. Mind you, if it did turn out that they don't own the land and didn't employ the PPC then I can see Kate's point.
I know some members are strong on adverse comments on Tripadvisor, Twitter and FB etc but can't say that it's something I am keen on - particularly at such an early stage and when there was no certainty they were the landowner
Personally, I'd sit and wait. I guess you could try and find out who the landowner is but with all the dirt flying around they may not be keen to help you, anyway.
Others know more about PPCs themselves and what you should do when. I'll leave them to advise on how you deal with them1 -

If the landowner is someone other than the Trout Farm, and If it's that other landowner who has contracted the PPC, then the Trout Farm would be powerless to instruct the PPC to cancel tickets. However, who the contract is with is something that is only likely to be divulged if it gets to court, so you're still a bit in the dark, even with landowner information.1 -

If the trout farm doesn't own the land, then they too run a risk - that the PPC will affect their business. In which case they should be pressing the landowner as they will, no doubt, be paying rent and should have significantly more influence for getting things changed - not necessarily removing the PPC, but forcing them to be more trout farm business-aware in the processing and pursuit of parking charges.Please note, we are not a legal advice forum. But, it's what you say, how and when. The sort of comment you made here - fine. More threatening, aggressive then no. And you need to be sure of your facts. I think a different approach to Kate (as opposed to the willy waving) may have been more effective and would have kept lines of communication open
In this case the trout farm has limited parking and parking in the village in summer is very tight, too. To be honest I very much doubt that the business will be affected. People will just be trying to find somewhere to park.1 -

I am so sorry that getting a PCN while visiting us spoiled your visit I quite understand your frustration, unfortunately the land does not belong to us and the car park management was contracted out by the land owner, as such there is nothing more I can do to help you.
Her actual replies show a very poor attitude and total lack of customer care.1 -

Quite. But the little matter of who owns or manages the land so often seems to be treated as if it were restricted information. I suspect that is because businesses are wary of passing the problem onto their landlord.
If the farm is not the landowner then Kate would seem to have taken the usual reticence to a whole new level! Definitely worth digging around in case there is a landowner being 'protected' by hapless tenants.1 -

Dear Kate
I am sorry you are unable to help. I thought that the trout farm owned the car park and would have appointed the PPC. You would then have been able to cancel the ticket
Can you please confirm if this is the case. If it is can you clarify exactly why you can't help me with cancelling the ticket. And, if not, could you please point me in the direction of the landowner so I can raise the matter with them

I agree that letters from the PPC and Kate are less than helpful but not sure anyone comes out of this very well1 -
Looking on streetview I would be very surprised if that car park isn't part of the troutfarm.
I can't get over the fact that you pay them to feed their fish also, perhaps their next venture will be to set up their own PPC:rotfl:1
