    I, too, think it's part of the land that the trout farm is on. It's more a question of who owns all that land and if the trout farm is renting part - as opposed to owning

    As suggested a few quid to LR is probably a good idea

    guohong, I reckon this is worth it. Kate is described as 'manager' on various sites.

    I think the Land Registry charge £5 for landowner details.

    Thanks for all the advices again.
    I have sent Kate a calm and polite (at least I think so) email asking her to confirm whether they are the landowner. I said if they were not, I am complaining to the wong person and willing to amend all the negative reviews on social medias.Hopefully she will come back with either a yes or no.
    If she is not talking to me anymore, I certainly don't mind spending £5 to find out who the landowner is. Can I ask why and how this would change the dynamics of the case if anyone can spare a little time to explain?

    Well if Kate is not the land owner then she is correct in saying that she does not have the power to cancel the PCN. But the landowner or land management agent does have this superpower. This case is so absurd that a landowner really should cancel so being 100% sure you're complaining to the right person is very important.

    I understand if they are not the landowner I complain to the wrong person. But if I find out they actually are, and for some reason, either they are not willing to, or they can’t cancel the PCN, it’s still running to the dead end. I guess there is nothing more I can do at the moment but waiting for the PPC’s next move?
    Will check with LR shortly.

    To be fair her last reply was to direct you to her solicitor and ask you not to contact her again

    And then you email her a day later

    The LR route is the one to follow

    Let's be generous to Kate. She has responded to your review on TripAdvisor, saying you took 10 mins before paying and then 10 minutes after the time you paid for.
    She gives sage advice to check the signs and to not exceed paid parking time.

    There ends the generosity though. I guess she hasn't come across inadequate signage & grace periods.

    It seems her exasperation with you seeps through every word of this reply. Not very customer friendly imho. As stated above, there are far better ways to say 'this is out of our hands'.

    Well if I understand the situation correctly, if that is what she's saying, she's wrong. This has nothing to do with ignoring signs or taking a devil-may-care attitude to the time paid for, but with a ridiculous system that isn't fit for purpose.

    Let's not get personal about a named individual who may or may not have the wherewithal to help the OP, but generous .... why? It's the OP who is facing a hefty charge for doing absolutely nothing wrong.

    guohong, the course of landowner complaints doesn't always run smooth but it is a route that is very often worth persevering with.

    Perhaps when visitor numbers go down she may see the light but will probably just blame BREXIT

    Home alone today so I had a nose through their TripAdvisor reviews

    614 reviews with an average of 4.5/5. Although I didn't go through every one the only adverse comment on the parking I came across was from the OP. There were some pretty scathing remarks here and there about the service in the shop and the cafe. Otherwise most people had a very good experience.

    They say they have a small car park and, it seems,, Bibury, itself, is tight on parking.

    In all honesty, I doubt that the PPC is high on their list of concerns if their TA marks are as good as that. I sort of suspect that Kate responded to the OP because she saw it as a bit of a personal slight on her. They'll justify the PPC on keeping their small car park clear of Bibury only visitors

    No need to blame anything on Brexit in this case. Plenty of reasons to blame it for other things, though. :D:D:D
