I send them my appeal last weekend and they replied asking for my full lease copy as they want to adhere to any tenants agreements.
Haha, I think they are starting to realise that going via debt recovery/CCJ route may be costly for them if they see one is not easily intimidated.
To be fair I don't have time to scan and send them my full lease terms. Aren't they fully accessible via online Land Registry service?
After all, what company would agree to set up a parking scheme not knowing whether or not they had the right to do so?

I've got a reply:Thank you for your correspondence regarding the above Parking Charge Notice (PCN).
We have considered your appeal carefully and take note of the points you have raised in mitigation;
however, we have decided that your appeal has been rejected on the following grounds.
The signage at the site is clearly visible and the information on the signage informs the driver of the parking
conditions at the location. Signage is prominent throughout the parking area. Signage location, size, content
and font has been audited by the Independent Parking Committee.
It is the driver’s responsibility to check for signage, check the legality and obtain any authorisation for park-
ing before leaving their vehicle.
The fact you are a permit holder is not in dispute, however, as a permit holder you are aware of the fact a
permit must be displayed and the result of non-display. As per the signage, retrospective evidence of au-
thority to park is not accepted. The parking scheme is in place due to historical parking issues at the devel-
opment. The scheme offers security and exclusivity to resident bays by combating parking issues. For the
basis of treating all residents fairly and equally, all vehicles parking otherwise than in accordance with the
conditions must be dealt with the same way, otherwise the parking control provides no protection to the
residents.
If the permit is not totally visible on the said occasion whether intentional or not, we feel the driver must
take responsibility for this. We also feel that it falls into the category of not parking in accordance with the
conditions, by not clearly displaying a valid permit. Signage states permits must be fully displayed in the
front windscreen. Had the permit been fully and clearly displayed in the windscreen there would have
been no cause to issue the PCN.0 -

Does their mention of auditing by the 'Independent Parking Committee' mean that the most recent audit could only have been in 2016 when the IPC became known as the 'International Parking Community'?

Talk about not replying to the essence of my appeal, i.e. the fact that I don't want them to check my parking bay.
Besides the only person that could have been harmed by parking of this vehicle on my parking bay is me. Thank you for your care, the parking scheme, so much. You've just saved me so much hassle...0 -

KeithP, thanks. Nice point regarding the template and IPC acronym dating it back to 2016.
Half_way, I had a similar situation back in 2015 when Management Company said that:"Sorry, no ground for an appeal because your permit was not displayed. You must speak with the parking company yourself. We can't do anything". They are useless too. I just confirmed last week that I do indeed has an exclusive right for my parking bay.
I'm sure I'll win this case in my court. As I believe the goal of the parking scheme - which I deny to be part of - should be protecting the parking bay spaces and not to make all cars to display permits on their windscreens as this brings no value for the residents. And as I say the parking is gate operated since 2018 so I don't get it why they are still there.0
