Roping off the parking area with metal posts & a chain would be a simple solution. If you really want to use a padlock don't use a key just give members of staff the combination. You probably won't even need to padlock the chain to the posts though as you only need to make enough difficulty to provide deterrence just so the offenders go and park somewhere nearby that is a bit easier.
This is really the simplest and most-effective solution. OP says the parking is "tight" but I'm sure some creative thinking can work around any obstacles.0 -

Devil's advocate - we put these up and the illegal parkers just park behind them? Or between them? What then?
Also - I need 5 of these, so that's 5 keys and I need to make 10 copies of each, and every staff member has to carry around 5 extra keys.
Do-able, certainly. But not convenient. Also when these types of posts are lying flat, they will prevent us from parking behind, which we need to do to fit all our cars in (4 park straight in, and 2 park perpendicular behind), plus the lone 5th bay which is separate.
I'm trying to think of the best way to do this, as it does look like the simplest approach, if I can get it to work.0 -

You stick them in the middle of the bay. You can then park over them. They are low enough that a car will happily fit over them.0

zap em as they park , burn big holes in sides of there cars , fry any one trying to sneak out

If someone parks on your land, technically all they are doing is trespassing.
Parking n private land is unregulated so other than trespass there is nothing illegal taking place
The laws on trespass exist as they do for a reason, and those reasons stretch much further than parking problems.
A map / google maps link to the location would be helpful if you want further advice.
As for Gates and keys and multiple keys cut, you can get gate locks with multiple padlocks, typically used on sites with multiple occupiers/ contractors
Prevention is always a better solution and Physically closing off the site/car park should stop people going where they shouldn't, as well as significantly improving site security.
Again a google maps link to the site will be of use.
As mentioned, I've been involved with community halls and there associated committees two of which had issues with unwanted people using the car parks, bot solved with physical barriers preventing access.
If someone left a car in who wasnt supposed to be there the car got locked in/blocked in.
The only signage was one stating the times the gates were locked and then re-opened the next day.From the Plain Language Commission:

If you share an entrance then barrier would work.
It could even be auto entry/coded exit if customers need access.0 -
Hi all,
I promised an update, so here it is. After a lot of research and consideration, we went with two approaches:- blocking people in
- sticky stickers
Blocking people in has happened a few times when staff arrive and just park the cars in our bays in, on the assumption they belong to one of us. We've had a few aggressive people come up and demand their car be released which isn't great but at least we have CCTV security cameras that can be turned on as a deterrent.
The other thing we've used is the "hard to remove" FlashPeel stickers. We only put these on cars that have ignored a polite "please don't park here" note, but they are VERY effective. Noone who's had one of these on their window glass has returned. I stick them low on the driver's side window so they don't impair driving safety, with a note under the wiper saying "next time it goes on the windshield" :-) This got rid of a persistent car that decided that they would park across 2 of our bays for 2 days every fortnight, as well as a few other chancers who were more occasional repeat offenders.
