I have done a bit of googling and IIMU that if a vehicle is a fire hazard, is obstructing emergency access, or a danger to children, it can be removed without contacting the council.
I repeat, I do not believe that a HA would act illegally. I suspect that we have not been told the full story, and that some of the advice given here is ill-considered in the extreme.

I did report to the police, I also went to the police station, the police checked the system and said my vehicle is with Elite management, and that it wasn't stolen, that it is a civil matter, I showed the police pofa2012, the police woman said , I should take them to court that, they can't get involved because it is a civil matter. I also went to citiźen advice bureau, they called them to release my car, and the end the call on them, and we kept trying the phone number again, and they didn't pick up, and citiźen advice ask me to go home and keep trying them. and I should be firm with them to release my car. And they didn't pick up the phone anymore. I have got them on recording..I will be taking them to court but I want to get my record straight on how to file a court case against them
How would the police know that ??
This is no longer a civil matter, Elite knows that towing or clamping a car is illegal .... that is the law0 -
when did this occur , and more important when where the 4 tickets issued ?
Elite management Midlands, are still showing up on BPA page , which id updated every month , so there is a good chance that they were members if BPA 21 days ago , if not longer
I suspect there removal had been done very recently
the BPA may have been a bit tight with the truth , because if they were members at the time if the towing , they should assist you in taking action

But in this case, it was removed due to non payment of invoices and hidden from the OP for financial gain0 -
Out of interest, why were you getting parking tickets if you live there and have a right to park there?
I'm wondering if the untold parts of the story may have had an impact y on the HA being less than helpful.All shall be well, and all shall be well, and all manner of things shall be well.

If so, I checked with the BPA only a few days ago about them. They are currently suspended from the BPA. There is another Elite company on the list but it's not the same one.0 -

If or is elite, as mentioned above, the op needs to go for the HA as principal, as there is a chance elite may go tits up and that will be the last chance of getting money backFrom the Plain Language Commission:
