    Yes, we knew this firm was suspended, from a case before yours, K2SO.

    The OP needs to forward Jo Barnes' email to Steve Clark and demand to know why she replied as uselessly and weakly as she did, when towing is a criminal offence and yet her reply is TERRIBLE and comes across that she was defending their member (currently suspended).

    How dare the BPA reply like that! Tell Steve Clark about it.

    Then send a LBC to the Housing Association for a high sum, as advised earlier. You need decent compensation.

    DO NOT reply if you get a private message offering to help with this, as that person could be from one of the nasty aggressive 'appeals' firms and not people you want to talk to.

    The reply I got from the BPA earlier this week stated that they were members, but that membership was currently suspended. They wouldn't elaborate on why. The upshot for most people (not you) is that Elite cannot currently find people through DVLA records
    Elite Management were suspended when they towed my car. And so the tickets which they said they issued me, I didn't get any letter through the post demanding I pay outstanding tickets because they couldn't get my details from DVLA.

    did you receive any mail from HA asking you not to park , or indeed stating car would be removed by "xx" if not gone

    Tell us what Steve Clark has to say. He does reply quickly. Jo's reply was woeful.

    Nah I never received a letter, after my car was towed and I started writing letter, they started sending random letter to all residences saying they cars will be towed if they get 2 or more tickets

    This was the respond u got back when I asked why Elite Management is not on the list of approved BPA operator. This sounds like jo and Elite Management are friends, because when I first called BPA a lady answered saying Elite Management is not their member , that I should call the police and report it has a stolen vehicle by them. I don't understand why jo is answering me this way. It seem like she know this man.

    The OP has already said, they were for not displaying a permit. This is not a proven debt, nor is it a reason to excuse a criminal offence.

    Housing Associations and their agents have NO legal power to tow/clamp.

    What has happened is illegal, regardless of the PCNs, they cannot be forced to be paid by holding a car to ransom. This is shocking and I hope the OP gets decent compensation. He/she needs to revisit all the advice given & do everything mentioned.
