    There are several example Witness Statements linked from post #2 of the NEWBIES thread.

    As an alternative, sticking witness statement format into google will surely answer your last question.

    Can you point me to where in POFA 2012 it states that pcn has to be served within 14 days in order to hold the registered keeper liable as per #41 + #42

    In Schedule 4 where it talks about a postal Notice to Keeper.

    Go HERE to find the POFA 2012 legislation and read: -
    (4) The notice must be given by—

    (a) handing it to the keeper, or leaving it at a current address for service for the keeper, within the relevant period; or

    (b) sending it by post to a current address for service for the keeper so that it is delivered to that address within the relevant period.

    (5) The relevant period for the purposes of sub-paragraph (4) is the period of 14 days beginning with the day after that on which the specified period of parking ended.

    (6) A notice sent by post is to be presumed, unless the contrary is proved, to have been delivered (and so “given” for the purposes of sub-paragraph (4)) on the second working day after the day on which it is posted; and for this purpose “working day” means any day other than a Saturday, Sunday or a public holiday in England and Wales
    .
    But don't read it in isolation and don't forget it depends if there has been a NTD or not.

    NTD - notice to driver ?

    Never received the original pcn or any NTK, got copies via sar & pcn was issued 13 days after alleged offence. I’m being told deemed date of receipt is day 15, hence the question as I was completing my witness statement & needed to quote the location within the POFA 2012

    You are correct, NTD = Notice to Driver or sometimes referred to as a windscreen ticket.

    Is there a specific person / or title that I send the witness statement & supporting evidence to at the county court or am I best taking it to the court personally as it is only a mile away

    Deliver it by hand - neatly presented and indexed in a folder so that the judge can easily find everything.

    Remember to send a copy to the Claimant. Email will do for that.

    As I am Using the British parking association guidelines as reference do I need produce the whole thing or just the relevant page / section in the witness paperwork as it is like war & peace & im only interested in section 13 grace periods
