That could be quite a valid question, as would asking which insurer you use, in certain circumstances whereby some companies would not offer a mortgage/insurance. e.g. Proximity to pubs, past structural movement or flooding, non-standard construction material, etc.0 -

If they haven't made any offers yet then there's no sale to talk about, is there? They've probably cancelled the survey because someone has pointed out to them that they shouldn't get one done without an offer having been made and accepted.

The agent thinks they canceled the survey when they realised they would have to pay for it in advance!
As I said the house is still on the market but no viewings since December.0 -

We had already told the agent we wanted near the asking price which is £5k below the valuation for same house recently remortgaged by owners as we wanted a quick sale.0

So they've expressed some interest in buying at a certain price (90% of asking). Your agent has told them that won't be acceptable. Therefore they have not made an offer. There is no sale on the table.
Why on earth would they pay for a survey at this point if you haven't come close to agreeing the price? Maybe that's the top end of their budget so they know there's no point carrying on if your agent has been so adamant it isn't enough?
You can't assume your house is sold yet and if you have had no other viewings and your one offer is for 10% under asking that implies you need to revise your expectations of what it will sell for.

Can your estate agent confirm that the buyer's have a mortgage offer in place? This would show that they have been through a certain amount of 'vetting' and that potentially they have the money to be able to purchase.0
