    Hi, just a quick thought, i have noticed that my HA is emailing my emails to the PPC, so my question is,
    if my HA releases the owners details of the person that the vehicle has a parking permit for ( PPC took a photo of it it) to the PPC, is this a breach of the data protection act?

    We are not a DPA expert site. Why not SAR the HA and ask what data of yours they are handling and with whom has it been exchanged and for what purpose.

    Then it's got to be considered for an ICO question about whether this is allowed.

    Check whether MSE has a DPA forum where you might get better advice. Then, beyond MSE, you could seek advice on this from Legal Beagles and/or Consumer Advice Group (CAG) forum's.

    Thank you, the only reason i asked was to see if this was an illegal way of the PPC obtaining RK information without going to the DVLA

    Illegal or not, without getting the Registered Keeper details from the DVLA, the PPC cannot use POFA to transfer liability to the keeper.

    Hi, my HA has denied any responsibility to the PCN,
    "Please note, any PCNs issued are the sole responsibility of the vehicle’s owner and (HA Name) will have no rights to contest the PCN on their behalf"
    the PPC have shared the vehicles photos with my HA, and they state quite clearly there is no BB present, they also added a photo of the parking signs dated 8 months early to the list of photos, HA emailed me a letter dated 7/7/2017 which was given to all residents (this was before i took occupancy) and which i was never given when i moved in, regarding parking issues, should i drop the fight with the HA and wait for the next 3 days (26th day) then appeal to the PPC?

    Did the HA employ the scammers? If so, they are jointly liable, so no you should not drop it in my opinion.
    You did well with your previous comment to them (except the last sentence ;))
    so keep thinking along their lines. Suggest they seek legal advice about the consequences of a breach of the EA 2010.
    Forgetting to display or ask someone else to display a BB when that person has mental health issues is itself an aspect of the medical issues.
    If there is nothing in your lease/AST about paying a third party scammer, quote that back to the HA. You should also tell the HA to get your VRN put onto a scammers whitelist. (This is a list of vehicles that are exempt from ticketing.)

    If the HA employed the scammers, they caused your current problems, it's their responsibility to fix it.

    Other than that, keep tabs on your initial appeal and report back if/when they reject it.

    Please do complain to your MP using the info in red from post 1 of the NEWBIES as your starting point. Then throw in the EA 2010 and ask them to intervene on your behalf.
    Some MPs are knowledgeable about private parking scams (MPs own words) but some are not.
    You need to be reasonable but also show this is a genuine problem that is affecting your health, let alone the unregulated rip-off scam by a bunch of cowboys.

    Most definitely not. I have been a landlord since 1977 and the only MA who has given me, (still are), problems is a HA. They have treated me as if I am a bludger on HB whereas in fact I own 100% of the equity.

    I believe that Local Authority Housing Departments have some control over HAs, why not contact them.
