Hi, my HA has denied any responsibility to the PCN,
"Please note, any PCNs issued are the sole responsibility of the vehicle’s owner and (HA Name) will have no rights to contest the PCN on their behalf"
the PPC have shared the vehicles photos with my HA, and they state quite clearly there is no BB present, they also added a photo of the parking signs dated 8 months early to the list of photos, HA emailed me a letter dated 7/7/2017 which was given to all residents (this was before i took occupancy) and which i was never given when i moved in, regarding parking issues, should i drop the fight with the HA and wait for the next 3 days (26th day) then appeal to the PPC?

the HA is jointly and severally liable for the actions of their contractors if they employed them, they cannot just issue a denial and get away with it, especially if they own the land
they are at fault in not issuing you with the letter when the tenancy started, so are liable for that omission too (how else are you supposed to know ?)
there is no legal requirement for the BB to be shown on private land, they have a duty of care under the EA2010 and should have added your VRM to a whitelist of authorised vehicles, once they know abut your disability, by utilising the Equality Act 2010
your BB allows you to be taken to hospital by a friend for example and parked near the entrance, how can you do that if its in your vehicle outside your house or flat ? ie:- its unreasonable
check your lease and see what it states about parking, because you are bound by that lease, if nothing is said about this BB requirement then its unreasonable, because as I said, that badge is to allow you to do various tasks like help you when you are taken to the shops, the dentict, the hospital , etc (its not as if you can get 2 badges, one for your car and one for when you are out and about)0 -
@redx checked my agreement, nothing about BB only stating you need to apply for resident parking etc, checked my welcome pack, the letter they emailed me today, (which i cant upload ) was not presented to me in my welcome pack, the HA may not have been aware that i was a BB holder to add my VRN to a whitelist, the BB had fallen of the dash.
N.B. there is a tweet going around which names the HA, MP and the CEO of the HA0 -

Presumably, as you are appealing as KEEPER, they already know your name and address as, how, otherwise would you have received the PCN?0

Hi , i received this email Today.
Thank you for your letter of appeal against the Parking Charge Notice issued under the terms of Schedule 4 of the Protection of Freedoms Act 2012.
Unfortunately, we are unable to process your appeal as you were not the driver of the vehicle at the time of the PCN being issued, as per the above Legislation.
Could we please kindly request the driver to appeal against the Parking Charge Notice if they wish to within 7 days no later than 23/01/2019, so that we can process an appeal, as we actively seek to process all valid appeals.
Please note if you are unable or unwilling to provide the driver’s details and the parking charge has not been paid in full and we do not know both the name and current address of the driver, we have the right to recover any unpaid part of the parking charge from the registered keeper. This Notice is given to you under Paragraph 9(2)(f) of Schedule 4 of the Protection of Freedoms Act 2012 and is subject to our complying with the applicable conditions under Schedule 4 of that Act.
Should you provide an incorrect address for service, we may pursue the keeper for any Parking Charge amount that remains unpaid.
Should you identify someone, who denies they were the driver, we may pursue the keeper for any Parking Charge amount that remains unpaid.
Could the driver please get back to us within 7 days from the above date, so we can open and investigate the appeal.
If we do not hear anything within 28 days, the PCN will be passed to a collection agent whereby they will obtain the registered keepers details from the DVLA and the liability will be transferred to the keeper.

Have you found and read the sticky thread for NEWBIES yet?
If so, have you found the template in blue text in post 1 of the NEWBIES? That is what you need to send to the PPC, from The Keeper. Either send it unedited, or add a one liner that an occupant of the car is disabled and therefore the scammers must allow more time.
Send the appeal around day 26.
If/when it is rejected, then search post 3 of the NEWBIES where you will find links to a number of PoPLA appeal points.

So they are in the BPA and they MUST offer POPLA to you if they reject the appeal, as long as you appealed within 28 days of the PCN.

No replying to their begging letter, they are desperate to be told who was driving as they know you will win at POPLA otherwise! Sit tight.
If they do not send you a POPLA code in January, complain to Steve Clark at the BPA.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
