Thanks @Umkomaas
I can see the KADOE requests - interesting to see that even with Covid and all the restrictions that brings - in the first 9 months of calendar year 2021, there were 4.981 Million fee paying requests made of KADOE by PPC's and 2.141 Million were made in the 3 months July, August & September 2021 (the last 3 months available).
I was really hoping to find a case resource to see more details (won/lost) etc - not to worry.4 -

I do love a spreadsheet
Does anyone know what's the situation if the PPC is not listed on there? Or why they wouldn't be listed?

Their legal company name could be different to their trading name (check their website and/or companies House). or they're using a 3rd party - see these:
Ranger Services Ltd on behalf of CP Plus Ltd Ranger Services Ltd on behalf of Highview Parking Ltd Debt Recovery Plus Ltd on behalf of Parking Enforcement & Security Services Ltd NSL Ltd on behalf of Manchester Airport Group Debt Recovery Plus Ltd on behalf of Secure A Space Debt Recovery Plus Ltd on behalf of Parking Ticketing Ltd Debt Recovery Plus Ltd on behalf of CP Plus Ltd Debt Recovery Plus Ltd on behalf of ANPR Parking Services Ltd Debt Recovery Plus Ltd on behalf of JD Parking Consultants Ltd Debt Recovery Plus Ltd on behalf of WY Parking Enforcement Ltd Debt Recovery Plus Ltd on behalf of County Parking Enforcement Agency Limited Debt Recovery Plus Ltd on behalf of AM Parking Services Ltd ICES on behalf of NATIONAL CAR PARKS LTD (NCP) Debt Recovery Plus Ltd on behalf of Local Parking Management Ltd Debt Recovery Plus Ltd on behalf of Universal Parking Enforcement Ltd Unity (Services) Limited on behalf of CPS Midlands Limited ICES ON BEHALF OF Q PARK LTD Unity (Services) Limited on behalf of RCP Parking Ltd Unity (Services) Limited on behalf of Private Parking Management Limited Unity (Services) Limited on behalf of Devere Parking Services Limited Debt Recovery Plus Ltd on behalf of Car Park Enforcement Company Ltd ICES on behalf of University of Glasgow 3 -
Looking at the above list - I do wonder about companies accessing DVLA information and then sharing it on - and whether that is a breach of the terms of the licence with KADOE - Debt Recovery Plus do not own or manage car parks or issue PCN's and although they are members of the BPA and IAS - what rights do they have to registered keeper information and does it constitute a breach of Data Protection to then pass that information on?
They've made 25,000 KADOE requests in the first 6 months of 2021/20223 -
It will be because they issue NTKs for firms, under the trading style PCS. And they can access the KADOE for AOS member firms even if those PPCs issue their own NTKs.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Indeed they can ... but should they be doing so? Is that a technical breach of their KADOE agreement given that they're accessing details on behalf of a third party?Coupon-mad said:It will be because they issue NTKs for firms, under the trading style PCS. I think they are governed by the sub-contractor clauses (generally page 31 of):
https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/455973/Annex_A_-_KADOE_Fee_Paying_Contract_V4.pdf
However, given the unscrupulous nature of some (and many) of the PPCs and the debt collection companies, who's to say they don't share data? can't imagine that they have robust recruitment and training processes. Especially this particular clause:Z1.17. The Sub-contractor shall ensure that no person who discloses that he or she has a Relevant Conviction, or who is found by the Subcontractor to have any Relevant Conviction (whether as a result of a police check or through the Criminal Records Bureau procedures or otherwise), is allowed access to the Data or to the KADOE Service without the prior written consent of the DVLA.

I thought so too and I did put the money aside knowing I didn't have a legitimate excuse for not paying the ticket in the first place and I wasn't going to make one up either so my defence was pretty lame lol! I just wanted to try and fight anyway and see what happens so I am over the moon for the judge helping me and cancelling out the £60 added on so it was £60 less to pay! So if I can help others with the same issue then that's a good thing!Redx said:Sorry you lost but £200 ish is a typical loss in court , so about right
MCOL is not updated ever since they passed it to your local nominated court , so no point looking there , no point checking your court website either
Wait for the letter from our local county court , the judgment , then pay in full ASAP , to avoid any CCJ being Registered or recorded , Word doc or PDF are the usual suspects for statements
Payment is usually to the legal firm , or the claimant if no legal firm was used
I must admit it was pretty amusing watching the claimant stutter to find words when the judge asked him to justify the £60 charge after he read from the paragraph. So it was even worth all this fighting just for that ha ha!
Thanks for all the guidance you guys give though, really appreciated and glad it's over!

Was confused by the debt recovery on behaf of as these companis can access themselvs. Curiouser and Curiouser. I searched by name in to see if that was the case, but found nothing. Was looking Premier parking logistics t/a walton wilkins but it's not listing.Glad its all over for the OP and I love the positive outlook. At least you saw it through and stood up to them
