I have looked online and can not find out what lbcca is

My son appealed the ticket in late 2015 and they refused his appeal but never told him. Then 2 1/2 years later a letter arrives from bw Legal wanting the money. That's when I started the thread. We did a SAR but they failed to supply the information we asked for. Do we now go down #2 and start over again.
Would it be too much to ask you to read the thread and advise based on what has transpired?
