Letter from bw legal

This is to do with a Motorbike which my son had hired. My son received a letter in November 2015 for an alleged offence of parking on a private road in Sept 2015 from Premier Parking solutions. We appealed that notice and it went to the appeals manager who rejected the appeal in Jan 2016. We didn't receive notice of this rejection so forgot all about it.
We have now had a letter from BW legal asking for £220. I thought that if an appeal was rejected they gave you some ref so you could take it further POPLA or another organization we got nothing. Also, it is my understanding that when you hire a bike the bike is still registered to the hire company so they must have given PPS my son's address is that legal. Is there anywhere else to go now with this?. By the way, the bike and sign are in the same photo 10 feet apart. Do the letters on the sign need to be a certain size any help will be gratefully received

This is to do with my son and a hired motorbike.
The first Notice was issued on xx/11/2015 date of contravention xx/09/15 and was for £100 "I did not know about this" The second letter was sent xx/12/2015 and was for £130, "this is when I got involved" we sent an appeal by way of email but did not get a reply so thought it must have successful. In the meantime, the 3rd letter was sent on xx/12/2015 this time the amount was in RED.
But having heard nothing at the time from the appeal we thought the letters had crossed so waited for the letter regarding the appeal which he never received. All went quiet for 2 1/2 years when he received a letter from bw legal dated xx/07/2018.
He contacted them and asked for everything they had regarding this notice. They sent a letter dated xx/08/2018 stating the contravention happened on the day and the month of the first letter but in 2018 not 2015 do not suppose a clerical error will count for much.
They also stated they have supplied ALL correspondence they had received from Premier Parking Solutions, but it appears that PPS has not supplied the email appeal he sent them (he doesn't have the email as it was so long ago).
He has asked bw legal to supply him with the email (do they have to supply it or contact PPS for them to send it to them). In the correspondence, PPS sent to bw legal was a letter dated xx/01/2016 from the appeals manager refusing the appeal he, had not seen this letter until bw legal sent it within the correspondence.
The question is is there anywhere for him to go now seeing an appeal has already been refused. Thank you.0
