No, you email it using the CCBCAQ email, and email a copy to the Claimant as well.

Family member has received a notice vehicle at St Cuthberts Way Car Park, Darlington (DL1 1RP). Valid ticket was purchased, and looks like the wind/door draft has caused the ticket to flip over on the dashboard.
Contravention: 83) PARKED WITHOUT CLEARLY DISPLAYING A VALID TICKET/PERMIT.
Site Enforcer: Excel Parking Services Limited.
MyParkingCharge.co.uk - shows photos and requests £60.00.
Appeal option is available, but I assume this is useless.
Excel parking are crooks. I got a charge in December at St Cuthbert's because one of their employees told me the ticket machine was Out of order then offered to watch my vehicle then ticketed me 10 mins after I left. 3 months on and an appeal letter later they are rejecting my appeal so I'm going to the IPC. They are not rational decent people. Good luck! If anyone knows who the landowner is for St Cuthbert's that would be most helpful as I'm going to approach them as well about this!0 -

As you say, your Claim Form tells you exactly where to send documents to the 'other side'.
The official line is - unless you have specifically agreed with the Claimant, then documents must be served to that address.0 -
