I dont believe this is an endorsement. An endorsement would usually involve a personal statement of recommendation which is lacking from that sentence.
It appears to be a quotation from a Newspaper Article, I reckon it will have quoted with permission of the newspaper.0 -

Have you checked with the paper? Because the small quote is an exact copy of the article.
At worst they have may have infringed copyright of the newspaper0 -

Any complaint about using a celebrity would only be applicable to the celebrity.
The paragraph on the screenshot correctly says he expressed his opinion that it could save you thousands. It does not actually say he endorsed it or recommended it.
If you didn't use it because of what you supposed was an endorsement then what does it matter to you?
If his name was wrongly used It is his problem to deal with.0 -
