Unless referring to PoPLA as an Independent Appeals Service (which of course it isn't.)
maybe so, in which case popla wont have any record because no popla code has ever been issued and no popla appeal has ever been submitted
if there was ever a thread about how NOT to go about dealing with a parking ticket from a private company, this is it0 -

So what did you put in the complaint? Please show us what you sent to the BPA. Again, what did your MP and the DVLA say about your complaint?
My Lovely cousin used to be a dental nurse. I shall ask her how difficult pulling teeth actually is.I married my cousin. I had to...I don't have a sister.

in which case they can easily use a tracing service to get your current address and could easily issue court proceedings at the old or the latest address, as they wish
as the BB isnt valid on private land it was never "obvious" to UKPC to cancel the ticket, but it was "obvious" to UKPC that the person appealing did not realise this (hadnt read their blue booklet) and could easily be suckered down the line
it was also "obvious" to UKPC that the person appealing was not aware of their rights under the EA2010 and could be duped into NOT receiving a POPLA code
the rush to try to prove UKPC wrong was the start of a catalog of errors , so you are now trying to get the BPA to investigate one or more breaches of the 2018 Code Of Practice , plus a cancellation by ASDA head office, plus adding your VRM to their whitelist to prevent any repeats0 -
Just to update you lads, these are the replies I received:
BPA response after insisting on ghe breach of code of practice is :
“
Thank you for your email.
I have opened an investigation in relation to your complaint and have approached the operator for their comments – the reference is as above.
Please kindly note that it can take up to 14 days for the operator to investigate on their end and respond to us.
Once I hear back from the operator, I shall update you accordingly.
Yours Sincerely,
“
DVLA responded the following:
“
Good afternoon
Thank you for the below email.
After looking into this matter I note that UKPC Ltd has not come into DVLA for your keeper data.
I also note that you have cc the companies ATA who is IPC and POPLA in your original email and they will be able to fully advise you.
Many thanks in advance.
“
ASDA were not interested at all by saying:
“
Thank you for your message.
I'm very sorry to read about your parking charge. Unfortunately we can't cancel it from here. If you want to appeal it you would need to contact UKPC directly. I'm sorry for any disappointment caused.
Thanks again for your message. If you require any further assistance please reply to this message or contact our customer service line on 0800 952 0101.
Kind regards,
“0 -
Do the DVLA really think these cowboys are in the IPC?0

TO Asda - point out their Agent has falsified evidence about one of their vulnerable customers. Do they really want this all over social media - that they have employed a firm well known for doctoroing photos, who have done it again?0

A CCJ at a false address isn't one of the OP's addresses, so can't affect his credit rating and unless his name is very unusual, they can't ever know that Fred Bloggs at false address is one and the same as Fred Bloggs at real address.
It is a false address supplied by the Keeper so it is not false, as such. So follow it through. They issue court proceedings against RK at false address.
No response from RK so judgement by default. Or they appoint debt collectors who may just double check with the DVLA or other agencies for current address. Then the credit agencies link false address with correct address and a CCJ is attached to RK.0 -
Hi guys just an update, after my complaint to BPA I got an email from the moppets UKPC who offered £15 charge instead of the full price.
Although I wasn't happy to pay it because I wasn't at fault I paid it because BPA closed the case and kind of told me you better pay it.
I wanted to thank all of you guys for the help and support.0
