I dont know date they were re allowed access , however pranks site , report 22nd may , still banned
UKPC have a name , an address (for service ) and are quite happy

You are in the clear. They cannot get your address due to the date of the PCN.
Doesn't matter if they cancel it or not, all they have is your email addy and a false address.
Nothing to stop you complaining by email to the BPA about what they did, with evidence of where the Blue Badge was, and the angle of the photo, stating that clearly UKPC were being especially predatory during the period when they were banned by the DVLA.PRIVATE 'PCN'? It's a false address so it can't help them. So what if they did, it won't affect him.

OP - You seem to be placing a lot of faith in your Blue Badge.
Please go and re-read the issuers handbook that came with it.
Blue Badges actually have very little value on private property and no legal validity whatsoever.
It is the Equality Act that matters here and that applies regardless of badge.
Rather than complaining to the PPC, who won't give two-hoots about the law, your first act should have been a strong complaint to the store - at management or even MD-level about them failing to provide you with a reasonable adjustment. The store is jointly liable with the PPC for this and is far more likely to get a ticket cancelled on your behalf, without the need to jump through PPC hoops.0 -
I suggest that you go round to your M.P.'s house and give him a smack.
This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors.
Parking Eye, CPM, Smart, and another company have already been named and shamed, as has Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each year). They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct
Hospital car parks and residential complex tickets have been especially mentioned.
The problem has become so rampant that MPs have agreed to enact a Bill to regulate these scammers. Watch the video of the Second Reading in the House of Commons recently

many thanks for your varied input guys, now I am more confused, some say leave it some say expect CCJ shortly! some say complain to BPA etc.

I can confirm that UK Parking Control Ltd are a member of our Approved Operator Scheme which means that they are required to adhere to our Code of Practice. Should you wish to view our Code of Practice, this can be found using the below link:

Our role is to investigate any complaints about alleged non-compliance with our Code where evidence can be supplied – we are unable to become involved in individual ticket disputes, hear appeals or ask operators to cancel charges.
If you are aware of an alleged breach of the above code, please kindly supply us with the details of this along with any information to enable us to assess how we may assist you.
Unfortunately unless recorded delivery is used we are unable to ascertain whether mail or email has or has not been received by either party.
As it is not currently a requirement of the Code that the operator send mail recorded delivery, if they are able to provide the audit trail of the documents they advise have been sent, we cannot advise there to be a breach of the Code.
You may wish to request the missing documents from the operator or the debt recovery agent.
