How would I know these people are scammers I personally never heard of them and never thought they will decline my appeal as it was obvious.
If I give them my address they will proceed with court proceedings won't they?

If you don't give them your address and they issue court proceedings you could be in for a whole world of pain.

Overturning a default ccj can be a bit of a nightmare.

But the complaint wasn't about that, it was about the angle they squatted down at...

Typical scam photo. Did you attach those pictures and make your complaint about the angle, clear?

Anyway you must tell* UKPC your actual address, without saying who was driving. No, it doesn't make them more likely to try a court claim, but does make it more likely you will actually see any such claim and can defend it and win.

JUST DO NOT IMPLY WHO WAS DRIVING. They can only hold the driver liable.

    * I don't mean phone them. I gave you their email.

Yes I did, actually that was the heart of my complaint
After reading the AOS code of practice I wrote a reply to BPA as follows :

    "Hi there

Many thanks for your reply, in my complaint I was referring to the illegal practice used by the parking attendant, as per your code of practice you supplied "20.5b In deciding whether a payment ticket has been visibly displayed on a vehicle you must do a thorough visual check of the dashboard and windows". in my case the attendant of UKPC failed to observe this code and ignored the position of my Blue badge very visible from standing position as per photo (attached), he instead took advantage of the hump on dashboard and took a picture from a sitting or squatting position allowing him to show no Badge, please observe both photos.

code "22.6 When you receive a appeal about the issue of a parking charge, you must stop work on processing the charge immediately. You must not increase the charge until you have replied to the appeal." has also not been observed, note that UKPC has increased the charge to £160 without replying to my appeal.

code " 22.9a It must be made clear on any notices issued or on an appeal rejection letter that the motorist has to choose either to pay or to appeal (this also includes appealing to the IAS) !!!8211; they can!!!8217;t do both." I have not received any notices or appeal rejection offering me any choice!

Code 22.12 also failed by UKPC , nor provided the 10 digits rejection code nor gave 35 days.

On these grounds please start an immediate investigation and make sure this practice is forwarded to UKPC asking them to cancel the ticket right away.

    Regards"

No one replied so far except BPA as advised by my previous post

Yes, but what did you put in the complaint? You have only shown the response which appears to have nothing to do with complaining about the scammers doctoring photo evidence, something they have been caught doing before.
