You don't have to with Ryanair either as long as prebook a seat (and don't holiday for more than 60 days). Sorry you got caught out but the rules are there for everyone to read. If you don't like them then fly a different airline.0

I was travelling from Agadir yes.
So you would always have needed a paper boarding pass (app working or not)
Your title indicated that this was around luggage charges but it appears this is about not having a paper boarding pass at the airport which would mean a fee to print it for you. You made the assumption that you could use a mobile boarding pass at Agadir but you cannot (as per Ryanair website) so being charged appears correct0 -
So how do I produce a paper boarding pass when on holiday?

It's funny as I'm a wally but I've never seen people at reception connecting up to the hotels printer in order to get home - maybe I don't travel as much as you though.0

Email it to the hotel and ask them to print it for you. It's pretty common. And it's free! If you don't want to do that then buy a seat, in which case check in opens 60 days before the flight and you can do it at home before you go.
Would we like Ryanair to allow us to check in whenever we like, print a boarding pass at the airport and choose our seats for free? Sure! But they don't, and they are entitled not to. You cannot print the inbound prior to going - it only becomes available during my holiday
partly correct....but as has been posted already...pay for an allocated seat and you can check in 60 days before the flight

You must indeed travel less than most of us, as it's a very common thing for people to do in hotels. I haven't had to do it myself for a while as the airports I use accept electronic boarding passes, but a colleague that I travelled with last week printed her return flight boarding pass in the hotel we stayed at in Copehagen.0
