    The Parking Bill is due to finish its House of Commons Stages (Report and Third Reading) on 23rd November 2018. It's the second item on that day after the Stalking Protection Bill, so it should get through. Then its off to the House of Lords.

    I'm not a usual person. I am a trained accountant (although the training was a fair while ago now). I have a lot of experience in contract negotiations, debt chasing, dealing with lawyers, etc. My current work requires a lot of analysis and critical thinking. I advise government departments and large companies. I've been around the block a few times and I've been using the internet pretty much since it started.

    Oh, and as my wife would tell you, I'm a bit obsessive.

    However, I have no idea who Carol Phoenix is (although that post has now been edited, so maybe the poster had no idea either).

    The Parking (Code of Practice) Bill has had its Third Reading in the House of Lords today. Item can be viewed on Parliament TV - House of Lords. Item is at 15:08:21 today. Written record will follow later. Just needs Royal Ascent to become law which will happen quickly.



    Practically this now means the MHCLG will work to create the code will consultation. This is will likely include public consultation once the code is written, and they will have to run a procurement to get an independent appeals service. The MHCLG also need to put the code and statutory instruments to make the parking companies pay for this regulation into Parliament. Whole thing is likely to take 10 months to a year (subject to BREXIT demands of Parliament of course).
