    For those who don't know the back story of this, her organization (a disabled motorists club) had an agreement with UKCPS whereby if you paid your fake fine to that PPC then you would get a membership discount for her club.

    This sounds highly irregular and, if the lady runs a charity. possible unlawful/corrupt. Do you have a link?

    The scumco clampers got "Keeper Liability if they don't name the driver" as part of doing away with clamping.....


    What's to say they get "strict Keeper liability" [just like councils and DVLA] as part of this new set-up....after all 'there will be an independent appeals process in place to protect the public'.

    I can't see that happening. Council PCNs are backed by statute, so once any appeals process has been exhausted, the motorist is legally liable to pay.

    Private parking charges are not issued under any statute law, either in this Bill or any contemplated future legislation. The new Code of Practice will be a set of rules that PPCs are required to adhere to, not motorists, that would require further legislation.

    The keeper liability provisions in POFA will remain in force, and PPCs under the new CoP are far more likely to have to strictly comply with all of the relevant sections in order to hold a keeper liable.

    Considering that most of them are unable to do so currently, or in some cases don't bother to try, aided and abetted by the lax enforcement of the current CoPs of both BPA and IPC, there will have to be a sea-change in the mindset of most operators if they expect to remain in business.

    That does surprise me, I mean climbing into bed with a ppc what could possibly go wrong?
