Ideally, all ANPR private enforcement should be banned completely like it is for Local Authorities. And PPCs should not be able to offer a protection racket 'free' of charge to any landowner.

You might want to read that Hansard report again. The bit aboutI can also update the House that we have appointed Steve Gooding, the director of the RAC Foundation, as our technical author, and he has now produced the first draft of the code. The RAC Foundation is a well-respected transport policy and research organisation and Mr Gooding is a former director-general of the Roads Traffic and Local Group at the Department for Transport, so he will bring real knowledge, experience and expertise to bear on his work. This is only a first draft and, as I have said, the final draft will be worked up in close consultation with key stakeholders, and there will be plenty of opportunity for everyone to have their voice heard in this process.You might also look at the reports from 2014/2015 when Mr Gooding was involved in the draft CoP prepared by the BPA for submission to Norman Baker/Robert Goodwill the then SoS.
Now is the time to contact them again but this time, make sure it is correct.0 -
