what is wrong with people .... The younger guy is 25 not 15. Its not predatory and its not inappropriate for the older guy to gave feelings towards him. If they were to get together there should be zero implications in this respect.

It would seem he is not a 'normal' functioning 25 year old. The following suggests he may have learning or developmental difficulties:
He is single, has had no girlfriends and has few friends. I have helped him with financial planning, benefits, housing, life skills.

I'm amazed no one has suggested the OP hands himself in at the nearest police station.

Why? They haven't done anything wrong.

  • Am slightly appalled by some of the comments that are being made here, way too easy to believe the OP is some monster and the 25 year old is some vulnerable young thing without a brain.

OP, it sounds like a crush or maybe you are identifying with this guy in a powerful way for some other reason - I really suggest you find your self a counsellor where you can talk about it openly and work out what's going on. A person--centred counsellor will provide you a more helpful audience than this forum.
