Nobody can say what your rights are without knowing why he failed to deliver on time. If it was just him failing in his duty then you would be entitled to a full refund including delivery (as long as the items were not bespoke) the seller would then have to claim the delivery cover back off RM.
If it was genuinely something your end preventing the delivery then you may not be entitled to a full refund of the postage but only what their basic postage is without a premium paid for a specific day delivery.
Have you spoken to the seller and informed them of your intention to cancel the order? What have they said about the situation and a refund?0 -

I have not read the entire thread so I may be doubling up on other advice.
You do not have a contract with Royal Mail, the seller/sender does.
You have rights concerning your online order, with the seller. You can cancel your order up to 14 days from the day you receive the order.
Have a read here for a simple explanation.
However, you should note that the seller only has to refund the item(s) price and the cost of basic delivery. As you paid for expedited, the seller does not have to refund the difference between basic and expedited.
As you say, it is not the seller's fault. However the seller has the contract with RM.
What happens regarding the £12 (or the difference between basic and expedited) depends very much on the seller.0
