I've just typed a long, detailed reply, and lost it all, so here's a condensed version.
On Googling I found various responses - some saying Yes, you can, and some saying No, you can't, so I rang the Royal Mail Customer Services.
They didn't know the answer - said they'd never been asked this question before. Redirected me to the Business Services helpline, who also didn't know and said they'd never been asked this question before. A third telephone call produced a definite NO, you're not allowed to charge anything other than the face value (or lower, I presume).0 -

elsien's answer makes sense - if a retailer buys direct from RM in order to sell in their corner shop then they can't mark up. But if they are more savvy, they could just buy a Business Sheet of 100 from e.g. Viking Direct. Stamp dealers and collectors buy direct from RM; do they have the same conditions on their account? Plenty of people buy new issues, wait a week and then whack them on eBay at inflated prices.
If you're offloading your red 1st class and you're happy to take 75p for them then go for it. Or swap them out for plum barcoded 1st class and see if he'll give you 80p for those.I need to think of something new here...1 -

Either there was a significant demand in the evenings or people were prepared to pay a premium to avoid the queue. Mind you, this shop sold a lot of postcards so maybe tourists were buying stamps with cards and not knowing they were being charged over face ?

Just had my invitation backto the main panel to start in July - I almost turned it down as I am concerned about how many parcels they will expect me to post but have accepted and will see how it goes. Think this is my 8th year on the panel now...
