I have been doing the survey for a few years and have loads of surplus to requirements first class stamps.
A local shopkeeper has asked if I'm interested in selling a few to him. He's asked if he is allowed to resell them at £1 each in his shop (would cost the customer 5p more if buying from him rather than getting them from the PO). Apparently he is sometimes asked for stamps and he would like to have a few behind the counter to provide a service to his customers. He's asked me if he is legally allowed to do this.
Does anyone know the answer please? Would he need approval from the RM to sell them for profit (albeit a small profit)?
Am I allowed to sell my stamps to him, knowing that his intention is to sell them on?
He has offered me 75p per stamp (face value 95p). Thoughts please anyone?

have you tried Googling the question? It may direct you to a legal answer somewhere.
Certainly you can sell on them on as I believe people have previously done so in the past on Eby etc but whether there are restrictions on selling above Royal Mail's original price I don,t know.1 -
I found this quote from RM on a blog:
“Any retailer who buys their stamps direct from us for resale must, under our T&Cs, sell them at face value or lower. This also applies to retailers who buy from us and sell stamps online.
“However, if a retailer has acquired stamps from somewhere else, we cannot bind them to this condition.
“There isn’t a way of knowing whether someone selling stamps has bought them from us or not, and we don’t provide signage to retailers. However, there are approx. 50k outlets across the UK where customers can buy stamps at the correct price.”
