Well that's good they're enforcing the parking in that area as the residents would be up in arms if the streets were packed with commuters cars.0 -
What the residents are doing is wrong, it is illegal, and technically the council is correct to issue them with a penalty.
However, the road is extremely narrow (hence yellow lines on both sides) and the frontages are too short for proper off-street parking. The sensible solution would be for the council to carry out a comprehensive scheme whereby some of the highway is sold to the residents to increase the depth of their off-street parking.
But converting highway into private land is very expensive, and not all residents will be willing to pay. So there is zero chance of the council being able to implement the sensible solution.
This kind of situation exists all over London, and most towns and cities in the UK. The common approach taken is to add the street to a 'secret' list of roads where no enforcement of certain types of contraventions is carried out (the 'blind eye' solution). But this only works until someone complains, or one of the enforcement officers doesn't read the memo.
The fors and againsts of parking overhanging the footway is an interesting discussion, but what is far more interesting is a comment in this BBC story - http://www.bbc.co.uk/news/uk-england-london-40729398Redbridge Council said tickets could be issued for parking "more than 50cm from the edge of the carriageway and not within a designated parking space".
It could be a case of bad reporting. But if not, it appears the council is issuing PCN's against the prohibition under section 6 of the London Local Authorities Act 2000, commonly known as the 'double parking' restriction. A PCN can be issued for a vehicle parked "more than 50cm from the edge of the carriageway", but an essential requirement of this section is that "the vehicle is on the carriageway of a road". (The section relates to double parking, not footway parking)
As the cars in the pictures are on various combinations of driveways and footways, but apparently never "on the carriageway" then the council should not be using the '50cm' contravention as any PCN's issued in these circumstances are unlikely to be upheld on appeal.

Most partially sighted / blind pedestrians would use the centre of the pavement, to avoid obstacles at either side of the pavement, and if required, would use a white cane to ensure smooth passage, and warn other pedestrians. Well the residents would not be up in arms, because as stated the area is close to a tube station, full of yellow lines. I am sure also, there are some TFL roads close also, so commuters will also have the lovely red routes to contend with also.Trinidad - I have a number of needs.
