We have 'crawler' lanes for SLOW moving vehicles,

Only up hills, where certain vehicles could be dangerously slow

why should it be wrong to refer to the outside lane as the fast lane, fast being opposite to slow?

It's not for driving fast in. No matter what speed you're doing, you should drive on the left. Lane 1 let's call it. Speed isn't a reason to be in lane 2, only overtaking or turning right, or some other stuff, would be a reason. It's semantics, but it's important.
