IMHO this is just another one of the PPC's stunts. They collect a few drivers where there are multiple stays and then send out claims in the hope of getting default judgments. The process in Scots courts are both lengthy and require the Pursuer to show who was driving in each event.
There is also an Indigo case running where the Keeper was never the driver but you will get ambulance chasers like Gordon and Noble attempting to frighten people into paying. It's no different from BW Legal in E&W.
