I'm puzzled by this statement. As you suggested, I've looked at the sheriff court rolls for the coming week at Forfar (that's the only sheriff court in Angus I think?) and I can't see a single parking case.
And in case it's an unusually quiet week for Forfar, I've also looked individually at Kirkcaldy, Perth and Inverness sheriff courts. Again, I found no obvious parking cases at all.
Finally, I used the search facility covering all the sheriff courts in Scotland, searching for "car", "parks", "parking" "Euro" and "vehicle". Admittedly this did bring up a few cases brought by car parking outfits, but you could literally count them on the fingers of one hand. In all probability I imagine these will be cases where the registered keeper has given away the identity of the driver.0 -
Either that or parking firms suing someone for a completely different reason - e.g. suing a supplier, like their signage printers or P&D machine company or repairer, or even a client who pulled out of one of their dodgy contracts. Dauphin there is one sheriff court roll with multiple cases next week by three different companies, I'm not going to give full details about the exact area because you never know who is on these forums - I said Angus area I didn't specify Forfar?0

Assuming these cases are all for unpaid pcns, then bear in mind there will be many instances where the driver has been identified! Obviously not everyone who gets a pcn in Scotland will be aware they can be ignored as long as the driver never is revealed!
(Look at the number of "savvy" posters who come here determined not to pay, yet routinely have to be advised to edit their posts because they have unwittingly revealed who was driving)0 -
