I have had a little bit of problem with MSE since I used the fix from the McAfee forums don't know if connected but on IE every time I post I can no longer scroll up and down the page I get stuck.
Put something else on until a fix (new version) becomes available... if you love McAfee that much and have abundance of cash to fork out every year for what many think as doo-doo
I use Avira, but Comodo, AVG, Avast and most others are also good. All free versions.
2) Still not working? Then reset the browser, but you will probably lose you passwords bookmarks, autofill etc. so copy them off and write them down. https://support.microsoft.com/en-us/help/17441/windows-internet-explorer-change-reset-settings
The fastest browser I have ever used is 'slimjet' bowser. Base on Chrome so the plugins work. Is open source. Has google spying removed. the only issue is that the adbloker is not by default enabled, so you have to go to menu and settings then enable the adblocker0 -
1) download https://technet.microsoft.com/en-us/sysinternals/processexplorer.aspx the very old versions did not support virusTotal
2) I have a strange setup. I do not expect you to have suspended software, or a similar software or configuration to me - it was just for informational purposes only. That is my systemsettings.exe, not yours and is a windows program
3) One DNS setting is not good. This is usually automatically set by the router, but lets change it.
Do more or less this, but I want you to mix some numbers up

Put in these values below.
4) So all is set up. Everything is working perfect. you are the only one in the house surfing AND it is not between the hours of 5pm to 11pm go here and do a speed test and remember the results.

You should get something like this below, but at peak times BT may be oversubscribed
Thanks
I have been offline and I will follow your advice in the morning. However, just wanted to mention that I did download what was possibly an older version of process explorer and it did definitely show that the systemsetting.exe was suspended. I hadn't realised that yours was showing that as well.
Ok
Process explorer
1) I now have the virus total and all was 0 except two that were 1/58, and one of those was process explorer. The other is software that I have installed which I am fine with. Some items are showing access denied and error opening program. Access denied on audiodg.exe, CommonAgent.exe, ETDCtrlhelper.exe, sSettings.exe and taskhost.exe
2) I have un-suspended the systems.settings.exe - seemed like the right thing to do, but it has gone into suspended again. Not sure what to do about this
3) Changed the DNS settings as you suggested
4) Speed is 37 download and 9.4 upload
Everything seems to be working without any problems.
thank you for your help
