the original PCN i.e notice to driver was from UK Parking Solutions i.e UKPS
    UKPC is a different company
i mentioned in a post that i have since visited the site and when i first visited upon receiving the NTK there were no signs there at all
and this week a friend text me stating that road where the alleged contravention took place has now got sings from UKPC

in that case its "mop up time" , chances are that at the time they had no valid contract , so they could not "legally" contact the DVLA

by using TNC (form v888/2) they have circumvented that "small" problem.

as well as other aspects , state that they HAD no contract at the time of the ticket , yup they will print one out for POPLa , but will the contract written in crayon stand up in court?

you could even write back to the DVLA bod , and state that TNC have applied for details on behalf of PPC , but PPC did not have contract to operate on land , they might just start looking

telling the BPA that , will just result in another fob off

il wait for the reply from dvla this time as i sent my second email so il see what they say this time

Il add the no valid contract bit to my popla appeal so then popla will/should ask for them to submit contract

only thing is. there are two stretches of that road. one stretch still now has the UKPS signs. it is marked double yellow lines each side

the other side of the road where the alleged parking took place has no road markings and no parking signs (there were no signs when i checked 3 weeks ago and now been told the current signs are there by UKPC)
There is something definately dodgy there. But should i need to use this at all given there is no keeper liability?

  • contract or not , the PPC have not broken DVLA rules as they did not ask for your info

TNC have used v888/2 so that they do not have to state location

But if you are at POPLA stage, a keeper using the templates from the NEWBIES thread post #3 & showing that the NTK was non-POFA, will win.

Show us your POPLA draft first and base most of it on the templates already written.

    ok more developments

despite the appeal rejection letter dated 30/01/2017 from UKPS giving me a POPLA Code and 28 days to appeal to POPLA
I have today received a threatning letter from TNC demanding payment and the sum has gone up to £179.00

    how is this legal?

what should i do complain to BPA or ring them and tell them thats its at appeal stage?
  • Email the BPA again and explain its at the appeal stage and TNC have broke the COP by trying to extort more money from you adding on admin fees when your popla appeal hasn't been heard yet.
It's a clear breach and they have just shot themselves in the foot.
